Board of Directors

The LECS is incorporated in California as a non-constituent, non-profit organization. We are also a non-profit 501c3 organization with the IRS, Federal ID number 68-0424491.

Therefore, the Board of Directors is the only authority. The chaplains, not being clients, have no collective voting rights. This doesn’t mean that we don’t consult the chaplains at every turn. It means rather that the Board must represent the clients who are the law enforcement agencies we serve and the citizens of the community. Also, our tax-exempt status depends on our being a “religious” organization, so the Board is also representative of the congregations in the area. Accordingly, the makeup of the Board represents law enforcement officers of all ranks, clergy, and citizens. Most of the board members are active church people. We also try to have representatives of the regions of Sonoma County. Therefore, we feel that the Board is widely representative of the people we serve.

Herb Liberman became a member of the board the beginning of 2006. Herb's wife, Beverly, is a chaplain; she is the Director of the Law Enforcement Chaplaincy Academy.

Herb currently works part time as the Economic Development Coordinator for the City of Healdsburg, and as a business consultant for the Redwood Empire Small Business Development Center, which is part of Santa Rosa Junior College. Herb brings to the chaplaincy board his expertise and vast experience in management, having served on several non-profit boards.

Vice President
Newly retired from her position as principal at Ursuline High School, Barbara Johannes began her career in education at Sequoia Middle School in Fresno in 1966 while obtaining her California Teaching Credential at Fresno State. She taught in Tracy, Pomona, and Ontario prior to beginning her Ursuline career in 1975. She was voted the Diocesan Teacher of the Year in 1980. Barbara moved fully into administration in 1992 when she earned her Masters in Administration from St. Mary’s, Moraga. Barbara is also a graduate of the California School Leadership Academy. She served as a long-time member of the Santa Rosa Chamber of Commerce Education Steering Committee, at times chairing the Business/Education Exchange Day, and serving on the Educator Recognition Breakfast Committee. Barbara has worked with a variety of educator groups over the years with a focus on good communication and supportive relationships in both the public and private sectors. She is a consistent donor at Blood Bank of the Redwoods, an active member of St. Leo’s Parish in Boyes Hot Springs, and has chosen to began her retirement volunteer life as a co-chair of the Ursuline/Cardinal Newman Cooperative campaign and by joining the Chaplaincy Board in August, 2007.

Karen Weeks, Treasurer
Karen Weeks was born and raised in Sonoma County. She has been with the City of Santa Rosa for 22 years, the last 8 with the Santa Rosa Police Department as the Administrative Services Officer. Karen has been on the board since 2001, serving as treasurer since that time.

She has a BA from Sonoma State University and is a graduate of Leadership Santa Rosa’s class 9.

Sister Dianne Baumunk is an Ursuline sister who has varied experience as a high school teacher, administrator and pastoral minister in California, Montana and Alaska. She is presently program director at Angela Center, an ecumenical adult retreat facility here in Santa Rosa. Her latest professional training has been in organizational development.
Captain Dave Edmonds

Captain Dave Edmonds started his law enforcement career with the Hanford Police Department in 1983. In 1985, he was employed as a deputy sheriff for Sonoma County. Captain Edmonds served nine years on patrol, which included SWAT and Field Training Officer assignments. He was a violent crimes detective and the Department’s polygraph examiner for four years before promoting to sergeant in 1996. Captain Edmonds’ seven years at the sergeant rank included patrol supervisor, internal affairs, and supervision of the violent crimes detective unit. In 2003, Captain Edmonds was promoted to lieutenant and managed the Department’s detective bureau. He was promoted to captain in 2006 and put in charge of law enforcement special services. Captain Edmonds has an associate’s degree in criminal justice, a bachelor’s degree in political science, a master’s degree in organizational leadership. He has served on the Board since 2000.

Santa Rosa Police Chief
Tom Schwedhelm has been a police officer for the Santa Rosa Police Department for over twenty-four years. During the course of his career, he has been a patrol officer, field-training officer, property crimes detective and violent crimes detective. He also held several collateral assignments; Special Response Unit team member, Special Response Unit team leader, Use of Force instructor, Ethics facilitator, Chemical Agents instructor and Crowd Control instructor. Tom was promoted to sergeant in March of 1996. Shortly after promotion, he was assigned the collateral duty of a supervisor with the Special Response Unit. In 1999, he was selected to supervise the Sex Crimes & Family Violence Investigations Section. During his tenure in that section, he supervised the evolution of the Department’s Computer Forensic expertise, the improvement and efficiency of the tracking and investigation of registered sex offenders as well as providing training to the entire department in the area of Domestic Violence. In 2002, he was promoted to the position of Lieutenant. His initial responsibilities included that of patrol watch commander and the manager of the newly created Police Training Officer program. In August of 2004, he was promoted to the position of Captain. He is currently the Division Commander for the Field Services Division. This is the largest division in the Department and consists of the Patrol Bureau and Traffic Bureau.

Tom received his Associate of Science degree from Santa Rosa Junior College in Administration of Justice in 1993 and his Bachelor of Arts degree from St. Mary’s College in Business Management in 1997. He received his Master of Arts degree in Psychology (focusing on Organizational Development) from Sonoma State University in 2005.

Tom is a graduate of the Sherman Block Supervisory Leadership Institute, class 109 and Leadership Santa Rosa, class 19. He holds a Lifetime Limited Services Teaching credential and has been part of the Adjunct Faculty at Santa Rosa Junior College since 1985.

Assistant Sheriff Rich Sweeting

Assistant Sheriff Rich Sweeting is a 25-year veteran of law enforcement. Rich started his law enforcement career after graduating for California State University, Long Beach with a Bachelor of Science Degree in Criminal Justice Administration. He was hired by the Long Beach Police Department in 1983, and in 1990 was hired by the Sonoma County Sheriff's Department. His assignments have been a Patrol Deputy out of the Guerneville Substation, a Violent Crimes Detective, a Patrol Sergeant, a Domestic Violence/Sexual Assault Unit Detective Sergeant and a Patrol Watch Commander. He was promoted to Captain in May of 2002 and is assigned as the Administration Division Captain. Assistant Sheriff Rich Sweeting represents the Sonoma County Sheriff's Department as a member of the Sonoma County Law Enforcement Chaplaincy Board of Directors. Served as president 2003-2006. Promoted to Law Enforcement Assistant Sheriff in 2006.
Edward Viljoen

Dr. Edward Viljoen was born and raised in South Africa and now makes his home in Sonoma County where he has been the senior pastor of the Santa Rosa Church of Religious Science for ten years. He graduated from the first Sonoma County Law Enforcement Chaplaincy program and has been an advocate for the Chaplaincy ever since. Dr. Edward currently serves on the Board of Directors of the chaplaincy, is a supporter of Face to Face and co-author of the book "Seeing Good at Work".

JR graduated from the first chaplain academy and was deployed as an active law enforcement chaplain in March of 1999. Shortly after that, Father David Powell, who founded LECS, asked JR to serve as Deputy Senior Chaplain, where he assisted David in overseeing LECS. Several years later, David Powell retired and recommended to the board of directors to promote JR to the position of Executive Director/Senior Chaplain; where he has served until this year.

As the chaplaincy has grown and more and more agencies have begun to use our services, JR has asked Warren Hays, who has served him as Deputy Senior Chaplain to step up to the role of Senior Chaplain and JR will continue to serve as Executive Director.

JR Young was born in Healdsburg, CA and attended local schools, including SRJC. He served in the US Air Force from 1962 until 1966, then completed his BA in English Literature and his secondary teaching credential at Sonoma State University. JR taught English and reading at the secondary level in Healdsburg for seven years and completed the course work for a master’s degree in reading at Sonoma State.

In 1975, JR entered into Christian ministry and has served in pastoral ministry since that time. He now works in missions and works with missionaries primarily in Latin America and Europe.
