Board of Directors

The LECS is incorporated in California as a non-constituent, non-profit organization. We are also a non-profit 501c3 organization with the IRS, Federal ID number 68-0424491.
Therefore, the Board of Directors is the only authority. The Chaplains, not being clients, have no collective voting rights. This doesn’t mean that we don’t consult the Chaplains at every turn. It means rather that the Board must represent the clients who are the Law Enforcement agencies we serve and the citizens of the community. Also, our tax-exempt status depends on our being a “religious” organization, so the Board is also representative of the congregations in the area. Accordingly, the makeup of the Board represents Law Enforcement Officers of all ranks, clergy, and citizens. Most of the Board members are active church people. We also try to have representatives of the regions of Sonoma County. Therefore, we feel that the Board is widely representative of the people we serve.

| Sister Dianne Baumunk, Secretary |

Sister Dianne Baumunk is an Ursuline Sister who has varied experience as a high school teacher, administrator, and pastoral minister in California, Montana, and Alaska. She is presently Program Director at Angela Center, an ecumenical adult retreat facility here in Santa Rosa. Her latest professional training has been in organizational development. |

Lieutenant Paul Henry |

Lieutenant Paul Henry has worked at the Santa Rosa Police Department for the last twenty two (22) years. He has held a variety of assignments at the SRPD including Patrol Officer, Field Training Officer, Accident Investigator, and Violent Crime Investigator. Promoted to Sergeant in spring 2003, he was initially assigned to the Patrol Division where he supervised a Patrol Team and was a supervisor on the SWAT team.
Assigned in 2006 to the Violent Crime Investigations Team, Paul was responsible for supervising homicide, robbery, and other felony assault investigations. He was promoted to Lieutenant in the fall of 2008, initially assigned to the Patrol Division once again, and in 2009 he moved to the Special Services Division where he currently serves as the Investigations Bureau Lieutenant. He supervises five (5) Investigative Teams; each staffed with a Sergeant and four (4) to six (6) Investigators. |

Tom Schwedhelm Santa Rosa Police Chief |

Police Chief Tom Schwedhelm has been an Officer for the Santa Rosa Police Department for over twenty four (24) years. He has been a Patrol Officer, Field-Training Officer, Property Crimes Detective, and Violent Crimes Detective. He's held several collateral assignments: Special Response Unit team member, Special Response Unit Team Leader, Use of Force instructor, Ethics Facilitator, Chemical Agents Instructor, and Crowd Control Instructor. Shortly after his March 1996 promotion to Sergeant, he was assigned the collateral duty of Supervisor with the Special Response Unit.
In 1999, Tom was selected to supervise the Sex Crimes & Family Violence Investigations Section. He supervised the evolution of the Department’s Computer Forensic expertise, the improvement and efficiency of the tracking and investigation of registered sex offenders, as well as providing Domestic Violence training to the entire Department. In 2002, he was promoted to Lieutenant. His initial responsibilities included Patrol Watch Commander and manager of the newly created Police Training Officer program. In August 2004, he was promoted to Captain. He is currently the Division Commander for the Field Services Division, the largest division in the Department, consisting of the Patrol Bureau & Traffic Bureau.
Tom received his Associate of Science Degree from Santa Rosa Junior College in Administration of Justice in 1993 and his Bachelor of Arts Degree from St. Mary’s College in Business Management in 1997. He received his Master of Arts Degree in Psychology (focusing on Organizational Development) from Sonoma State University in 2005. He is a graduate of the Sherman Block Supervisory Leadership Institute, Class 109, and Leadership Santa Rosa, Class 19. He also holds a Lifetime Limited Services Teaching credential and has been part of the Adjunct Faculty at Santa Rosa Junior College since 1985. |

| Chief Chris Spallino |

Police Chief Chris Spallino has served as Windsor's Police Chief since July 13th, 2010. Previous to his appointment, he served as the Investigations Lieutenant for the Sonoma County Sheriff's Office.
Chris began his career in Law Enforcement with the Sonoma County Sheriff's Department in 1990 as a Correctional Officer. In 1992, he was promoted to Deputy Sheriff. Chris has worked a variety of patrol assignments that included Roseland Substation Deputy, Windsor Police Officer, Patrol Sergeant, and Valley Substation Sergeant. Besides his investigations assignment as Lieutenant, he served as a Child Abuse Sexual Assault Detective and Property Crimes Investigations Sergeant. Chris also served in many collateral assignments including Firearms Instructor, Field Training Officer, and Special Operations Unit member and Commander.
Chris resides in the Town of Windsor and is very involved in the community. He coaches youth sports and fundraises for various causes affecting the youth in the community. |
